Favourable environment for expatriates lacking

One of my friends, a very successful entrepreneur, works and lives in the USA. But he always dreams and talks of coming back to Bangladesh and establish business here. But, unfortunately, whenever he thinks of going ahead with his project, our environment becomes volatile with the political unrest or incidents like forced disappearance and killing. As a result, he has to stall his project for some more time and wait for peaceful and stable law and order situation in Bangladesh.
After a long wait, now, my friend is simply frustrated and asked me would he ever be able to come and do something for his home country? We have been seeing the politics of strike and violence since long. I had thought in the 90s that once democracy was established, we would see a new era of politics. But I was very wrong.
Nothing has changed in our politics in the last 30 years. Rather, now, it has become dirtier and crime-infested. Many Bangladeshis like my USA friend, well established in developed countries, want to do something in Bangladesh but are not getting favourable atmosphere. I don't know when our leaders will start putting our country above their petty party interests and give a chance to those who can make a huge difference in our economy with their expertise and investment.
