For a proper analysis of budget expenditures

The mere spending of the budgeted money such as on paying salaries and for perks of government's employees including additional sums on these heads, must not be considered as implementation of the budget. Spending targets in such areas are usually seen to be fulfilled or even overfulfilled. But these do hardly create economic growth.
Economic growth and its desired fruits come largely from implementation that part of the budget known as the Annual Development Programme (ADP). ADP implementation last year would reportedly be at over 90 per cent of the allocation. This would otherwise suggest a significantly higher trend compared to those of past years. However, it needs analysis to determine to what extent ADP projects in the last fiscal were actually implemented, leading to job creation or increase in services or higher production of goods and services.
It is worthwhile to note here that monies of the ADP being spent on programmes of dubious value or non-quality projects cannot be counted as producing much of any useful returns.
