Four CCC depts working without heads

Chittagong, July 2: Four departments out of seven in the Chittagong city corporation are running without their chiefs. The functions of the departmental bosses are being performed by acting heads for a long time.
Lack of crucial decisions without proper authorities in providing the public service to the city dwellers is hampering administration of the CCC badly, officials said adding only three departments - education, establishment and accounts have their heads.
They said that there is no possibility of appointing the heads in the in-charge-administered departments before the new mayor-elect takes charge of the country's second largest city corporation.
Sources said that the health department of the CCC is running without chief health officer for over a year. Dr Selim Akhtar Chowdhury, who happens to be the son-in-law of the former mayor Mohiuddin Chowdhury, is running the health department as acting chief health officer.
Engineering department is running under superintending engineer (mechanical) Abul Hasnat as chief engineer Moktar Alam was told not to attend office late last year. Alam was also barred from the duties during the caretaker government but he is drawing salaries since then.
Conservancy is the most important department that is now running under its acting head Shafiqul Mannan Siddiqui. Former chief conservancy officer Saifuddin Mahmud Kateby was suspended on specific corruption charges and negligence to duties in November 2009.
