Freight Forwarders won

CHITTAGONG, Aug 28: Freight Forwarders will no longer be allowed to detain the consignments of imported goods for non-availability of No Objection Certificate (NOC). From now on, they will have to issue Delivery Orders directly. An order has been issued by the Chittagong Customs House (CCH) to that effect.

It was resolved in a meeting held at CCH yesterday that only the licenced Freight Forwarders would be allowed to handle export and import related documents with effect from September-1 next

With the introduction of this system, long standing anarchic situation would cease to exist and the importers would be relieved from spending large amount of money on this account.

Chittagong Chamber of Commerce and Industry (CCCI) and Bangladesh Garments Manufacturers and Exporters Association (BGMEA) had been demanding for withdrawal of the irregularity for long. But no positive step was taken and all the attempts of bringing the Freight Forwarders under discipline went in vain.

CCH sources said, around 180 Freight Forwarders licences have so far been issued and the task of issuing more licences are also under process.

Sources further said, in case of transporting the consignments by any shipping agent in the name of the Freight Forwarder having no licence, the shipping agent would provide the manifesto of the said consignment on-line. They would have to issue Delivery Order directly through the representative of exporters and importers and C & F agent with out any NOC.
