Govt moves to identify non-implementable ADP projects

The government has moved to identify its different projects under Annual Development Programme (ADP) which are not implementable at all, officials said.  
They said the government has planned to identify the projects which will not be possible for it to implement fully or which are not implementable at all.
The Ministry of Planning (MoP) has asked the ministries and divisions concerned to inform it soon about these non-implementable projects.
When contacted, a senior MoP official said the authorities concerned directed all the ministries and divisions to identify the ADP projects which will not be possible for them to implement practically.
"We have already asked the ministries concerned to send detailed information about these non-implementable projects for taking necessary steps in this regard," he said.
The move has been taken mainly to exclude unnecessary and non-implementable projects from the list of ADP and ensure proper and efficient use of funds for ADP implementation, a finance ministry official said.    
Currently, more than 1,200 projects are being implemented under the ADP. More than 200 projects are implemented every fiscal year and the same number of projects is included every fiscal year, sources said.
As per data from different ministries and divisions, implementation progress of some projects among many approved projects under ADP is very little or even zero, they said.
Although some projects are underway, it will not be possible for ministries and divisions to implement them at all. As a result, allocations for such stagnant projects and the number of projects are increasing every fiscal year, putting negative impact on implementation of overall ADP, they said.
The World Bank (WB) in its recent review report said it will take over 100 years to implement some 32 projects under the ADP with lump sum allocations.  
These projects will not be completed within 100 years if the trend of allocations for those projects continues, the report said.
The WB has prepared the report on a total of 1,034 development projects under the ADP in the fiscal year 2014-15.
Some 106 projects will take 11 to 100 years while 154 projects 6-10 years and 725 projects five years for implementation, the report said.
