Govt moves to prepare RADP

The government has moved to prepare revised annual development programme (RADP) diverting fund from the projects moving at a slow pace and prioritising power production, expansion of agro-based industries and post-flood and cyclone rehabilitation.
The Planning Commission (PC) has framed a guideline for all ministries to prepare project proposals for the RADP and submit those by the first week of December.
The Commission recently sent the guideline to all ministries and departments.
The RADP will prioritise establishment of new power plants, maintenance and rehabilitation of existing plants, exploration of new gas fields and development of existing gas-fields, expansion of IT sector and agro-based industries, the guideline said.
"The RADP will avoid projects having scope to be implemented in the private sector," it said.
The PC has urged the ministries to put emphasis on agreements with the development partners while making requests for fund allocation, it said.
RADP will prioritise the projects for which the government has signed agreements for foreign fund, it added.
Poverty alleviation projects will get necessary allocations along with other projects that are scheduled to be completed by fiscal 2009-2010, the guideline said.
Project proposals should be based on the main concept of second poverty reduction strategy paper (PRSP) and sixth five-year plan that are in pipeline.
Considering resource constraints, the RADP will include high-priority projects and focus on completion of existing projects rather than starting new projects, the guideline said.
Environment-friendly agricultural projects, employment generation, development of fisheries and livestock sector, education, health and infrastructure development, river dredging and development of roads and water-way transportation system will also get emphasis in the RADP.
