FE Report
The government sits with donors Thursday next in Dhaka to discuss the revised poverty reduction strategy paper (PRSP) that has already been finalised incorporating development agenda of the ruling parties, officials said Saturday.
As some donors have expressed their reservations about the revision of the PRSP the government will brief them on the changes made to development guidelines, whose implementation has remained suspended for about eight months, a planning ministry official said.
He said major donors, including World Bank, Asian Development Bank, Japan, United Kingdom's DFID, American USAID, Islamic Development Bank, and United Nations Development Programme are expected to participate in the meeting.
Finance Minister AMA Muhith, planning minister AK Khandaker, economic affairs adviser Dr. Mashiur Rahman, and energy affairs adviser Towfiq-e-Elahi Chowdhury will inform the donors about the government's future development approach.
The government will also seek support from the donors to implement the PRSP to achieve 6.5 per cent economic growth in the final year of its implementation period in FY2011, planning ministry officials said.
"We will make a presentation on the amended PRSP before the donors gathering Thursday. They will be briefed on the changes," another official told the FE.
Since the macroeconomic framework had been changed due to impact of the global economic meltdown on the country's economy and the development goals and targets for incorporation of the election manifesto, we will highlight those changes at the meeting, he said.
The government in the revised PRSP has projected growth of the gross domestic product growth (GDP) at 6.5 per cent in the final year of its implementation period in fiscal 2010-2011.
Besides, incorporation of the election manifesto, pledged to achieve eight per cent GDP growth by 2013, of the governing party has also inflated the execution cost of the three-year second PRSP.
In the amended PRSP, a total Tk 3750.86 billion worth of fund will be required to achieve the development goals in 2011.
There will be a shortfall of Tk 1160.41 billion (US$16.58 billion). But the government will be able to mobilise maximum Tk 2590.45 billion from the domestic resources.
