Govt to constitute Local Govt Commission

Thursday, 15 November 2007

The government is to constitute a commission in line with recommendations of a high-power committee to strengthen local governance systems in the country, Local Government Adviser Anwarul Iqbal said Tuesday, reports BSS.
"The Local Government Commission will be formed soon," he told newsmen after handing over the four-volume recommendation to Chief Adviser Fakhruddin Ahmed.
A seven-member committee headed by former secretary ASM Shawkat Ali prepared the draft report proposing specific measures for the Union Parishad (UP), Upazila Parishad, district council, municipalities and city corporations.
"The committee took into consideration the constitutional obligations and the historic evolution of the local governance systems in the country," Iqbal said.
Under the recommendations, the municipal chairmen also will be called "mayors" like city corporation chiefs.
The committee also suggested formation of the UP with 15 ward members instead of nine and election of district council chairmen indirectly through an electoral college.
It suggested at least 40 per cent representation of women in all spheres of local government bodies instead of current 30 per cent.
