Govt to develop own expertise to evaluate bidders' proposals

The government that has already called tender for construction of a 32-km elevated expressway without a feasibility study will develop its own expertise to evaluate bidders' proposals.
Md Zahid Hossain, executive director of Bangladesh Bridge Authority (BBA), said the government has chosen the time between opening of tender for pre-qualification (PQ) and final selection of bidders for skill development so that the best possible deals for constructing the overhead roads are possible.
"We will do our best to gain expertise during the coming six/seven months," said the official of BBA, the executing agency of the expressways.
Zahid, also the secretary in-charge of bridge division, said the government has taken the steps to float PQ tender before the feasibility study to speed up the process of implementation of the elevated expressways.
He said the country's lone transport policy guideline, Strategic Transport Plan (STP), has given clear direction towards the construction of the expressway to ease traffic congestion in the city.
"We are already late in implementing the STP. So, to avoid the lengthy process of conducting the government's own feasibility study, the decision has been taken," he added.
The communication ministry invited the PQ tender on November 19 from the national and international companies for constructing the country's first ever three elevated expressways under the public private partnership.
The ministry earlier received the waiver from the cabinet committee on economic affairs to float PQ bidding on October 20 through build, operate, transfer (BOT) basis under Bangladesh private sector infrastructure guidelines (BPSIG) based on the pre-study proposals of a Thai company, which drew criticism from experts.
