Govt to finalise FY ‘16 RADP by Jan next

The government is set to finalise the Revised Annual Development Programme (RADP) of the current fiscal (FY) by January 2016, officials said.
In this connection, a review meeting on progress of the current Annual Development Programme (ADP) will be held in mid-December with Planning Minister AHM Mustafa Kamal in the chair, they said.
Allocations of the RADP will be finalised considering the progress rate and capacity achievement of the ADP by different ministries, they added.   
The government has already asked the ministries, divisions and state entities to provide information on RADP allocations for the current FY, 2015-16, an official of the Planning Commission (PC) said.
The data have been sought mainly for preparing the RADP of the current FY which will be projected on the basis of implementation progress of the existing ADP, he said.
Implementation of the ADP is going on at a snail's pace even after completion of four months of the current FY. The progress rate of ADP implementation is disappointing, he added.
Only 7.0 per cent of the targeted ADP funds were spent in the first quarter (July-Sept) of the current FY compared to 9.0 per cent during the corresponding period of the last fiscal, according to statistics of the Implementation Monitoring and Evaluation Division of the Ministry of Planning.
The government last week asked all the ministries and divisions to speed up implementation of different projects under ADP for the current FY.
Meanwhile, the government has already started implementing the 7th Five-Year Plan in a bid to achieve the status of a middle-income country by 2021. Successful and full implementation of the current ADP is mandatory to achieve the targeted 7.0 per cent GDP and average 7.4 per cent GDP growth of the current FY and 7th Five-Year Plan respectively.
The government had earlier made an allocation of over Tk 1.0 trillion in the current FY, PC statistics showed.
