HC bench issues rule on reduction of quota

A High Court (HC) Division bench in the first week of this month issued the Rule Nisi in the matter of preserving the 20 per cent quota for the children of the deceased and retired seafarers in the training programme meant for entering the profession of seafaring.
The HC bench comprising Justice Zafar Ahmed and Justice Md. Bashir Ullah while issuing Rule Nisi asked the respondents of the writ petition to show cause as to why the impugned serial 5 (chaa) of the relevant notification should not be declared ultra vires and an advertisement to this effect published in a vernacular daily should not be declared without lawful authority and is of no legal effect.
The rule was made returnable in 10 days after the receipt of the same.
Bangladesh Seafarers Association filed the writ while Barrister Khandaker M.S. Kawsar represented the petitioner. Barrister Kawsar argued before the court that reduction of the quota reserved for children of dead and retired seafarers from 20 per cent to 5.0 per cent was discriminatory.
