HC order to regulate vehicles' speed

THE High Court (HC) recently gave a ruling making installation of speed governor seals in all modes of motorised vehicles mandatory by March 10, 2009. The HC had also instructed the relevant authorities to publish notices in various newspapers to make the owners of vehicles aware of the ruling, particularly mentioning the provisions therein for punishment for non-compliance. The High court ordered to check road accidents across the country.
In the cities of the developed countries, the authorities have various measures to check speed of vehicles. We hope the authorities concerned would take the HC ruling seriously. Lack of strict vigilance to punish reckless drivers is one of the reasons for many fatal accidents and loss of human lives on the roads and highways. We know many vehicles, including minibuses and trucks, do not have the required fitness certificates, the drivers do not have genuine driving licences. Even in the capital city of Dhaka, we see hundreds of buses plying without back-lights, with broken windowpanes etc. If such is the exterior of a vehicle, it can easily be made out as how defective the interior is can.
The HC instruction to install speed governor seals must be complied with, to by the motor vehicle owners, both public and private, in order to bring order and safety back on the roads. As millions of people move from one place to other by the roads daily, the authorities concerned will have to notify the motorists and bus-truck owners about the speed-monitoring device without any further delay.
