ICT capacity development company to be set up soon

The government has decided to establish an Information Communication Technology Capacity Development Company (ICDC) to help create a technology-friendly environment in the country by creating a pool of professional experts, official sources said.
The decision was taken at an inter-ministerial meeting held recently at the Ministry of Science and Information & Communication Technology (MS&ICT) with its Secretary, A, K, M, Abdul Awal Mojumder in the chair.
According to the meeting decision, the proposed company will be registered with the Registrar of Joint Stock Companies. The Bangladesh Computer Council would recommend names for inclusion in the Board of Directors of the proposed company and submit an organogram to the parent ministry by the end of the current month.
The MS&ICT in consultation with the all stakeholders will finalise the organogram and the board of directors of the proposed ICDC Ltd.
Initially, the ICDC will concentrate on creating IT professionals through trainings and outlining special curriculum for the interested young IT executives. The ICDC will conduct a need assessment for creating new IT professionals for public and private sectors, ministry sources said.
The administrative and financial hindrances would be minimum for programmes to be undertaken by the ICDC as the proposed company will have its own board for policy decision and budgetary allocation against specific projects meant for capacity development at individual and institutional levels, sources added.
"The proposed company would play a vital role in the implementation of the government's 'Digital Bangladesh' concept since without IT-enabled human resources it is not possible to digitize the country,' a top official in the ministry told the FE.
"We are expecting to start our formal work from the next October as the Prime Minister's Office has already given us the go-ahead signal", he said.
Earlier, a high-level meeting at the PMO finalized an 18-point Plan of Action to help implement the 'Digital Bangladesh' concept of the government.
Under the Plan of Action, the number of science students in secondary schools would be increased, provision will be kept to preserve electronic documents in all government-private offices, initiatives will be taken to supply computers to all levels of public educational institutions ranging from schools to universities. ICT forums will be established at the country's each district and thana level to sensitise people of all walks of life about the need for expansion of information technology.
