Income tax: stopping harassments

My cousin inherited one apartment five years back. As a law-abiding citizen retiring from a non-pension job, he filed income tax return engaging a lawyer of income tax. It took a year to settle the issue while he received dozens of notices from the Dy Commissioner of Taxes at 10-15 days' intervals. It was a simple case since his income was limited to house rent income only. So, I wonder why the matter took one year to settle and why were so many notices served on my cousin. The finance ministry should do something concrete so that income tax return is made easy and the tax-payers are not harassed.
