Inexpensive traffic management

EVEN an average person understands that the city of Dhaka desperately needs some immediate relief from its traffic mess rather than wait for 20 years for a Strategic Transport Plan (STP) to build impressive infrastructure.
Under STPs, involving huge expenditure, all sorts of infrastructures could be built to fill the pockets of contractors, builders and others, who would work on these projects. But dramatic improvements can be achieved without spending so much only if the traffic police personnel do their jobs efficiently. The automatic traffic signals rather than the manual signals would be more useful.
Scrupulous enforcement of inexpensive measures by the traffic police could improve the city traffic, awaiting the implementation of expensive plans.
