Institutional checks to corruption

THE bureaucracy in Bangladesh spawns a great deal of corruption. What would be the institutional checks to it? No doubt, many individuals in the civil services are to be blamed for taking bribes and other immoralities. Institutional checks could restrain them. It would demotivate many, if not all, from taking the high risks. It would keep many of them away from corruption.
Institutional mechanism needs to be devised for every level of the government's functioning to control corruption impulses. It will require monitoring civil servants and departmental procedures for swift and surgical actions against the erring. An accountability structure is also called for. But all of these things must be institutionalised within single and effective anti-corruption system without creating more bureaucracy.
