International bids for 3 IPPs soon

The government is set to invite international tenders for setting up three independent power plants (IPPs) having a total 1350 megawatt (MW) generation capacity.
The IPPs, each with a generation capacity of 450MW, to be installed at three separate locations in Sirajganj, Bibiyana and Meghnaghat, will be gas-fired ones.
This is, however, the caretaker government's first such initiative to ease the severe electricity crisis in the country, a senior Power Division official told the FE.
The government last month approved installation of 10 small power plants (SPPs) having a total generation capacity of 200MW. The immediate past four-party alliance government had taken the initiative to install the SPPs but failed to implement the same.
An agreement regarding installation of a 240MW power plant at Siddhirganj by Indian Bharat Heavy Electricals Ltd (BHEL) was also signed in February last.
The official procedures for installing the 240MW power plant, including tendering and its evaluation were, however, completed during the previous government's tenure.
The government will invite pre-qualification bids from the interested entrepreneurs for installing these IPPs, which will be set up on build-own-operate (BOO) basis.
These IPPs are scheduled to come into operation between 2009 and 2012.
A number of multilateral donor agencies, including the World Bank (WB) and Asian Development Bank (ADB), are set to finance the projects.
The donor agencies will also be involved in the tender evaluation to bring about transparency and accountability in the bidding process.
Of the three IPPs that the previous government had initiated, the installation of the Sirajganj 450MW power plant had to be scrapped due to non-transparency.
The government last week, however, invited tender for installation of 50MW trailer or skid mounted power plant on rental basis for Fenchuganj in Sylhet to augment electricity production in the country's northeastern hilly region.
The Power Division is also scrutinising installation of six more rental power plants. It has already selected six lowest bidders for installing around 240MW of electricity at different locations across the country.
