JS passes Public Procurement (second amendment) Bill-2009

The Public Procurement (second amendment) Bill-2009 was passed in the Jatiya Sangsad Thursday to ensure transparency and accountability in buying goods, works and services with public money.
Planning Minister Air Vice Marshall (retd) AK Khandakar proposed that the bill in an amended form recommended by the Parliamentary Standing Committee concerned be passed, reports BSS.
In the bill, a proposal has been made for relevant matters including fixing the system to be followed to ensure barrier-free competition and equal attitude to the persons interested in participating in procurement activities.
To make the application of the law easy, the bill has also a provision to cancel the tender if any bidder quotes above or less than 5.0 per cent of the estimated cost up to internal procurement of more than Tk 20 million.
In the bill, a provision has been made for considering arrangement of lottery to fix the lowest bidder if the rate of the lowest bidder and the money limit are equal.
It has been mentioned in the bill that the past procurement experience will not be applicable in fixing qualification of the bidders.
The House accepted some amendment proposals brought by Treasury Bench member Abdul Matin Khasru.
But independent lawmaker Mohammad Fazlul Azim's proposals for public opinion on the bill, sending it to select committee and bringing an amendment was rejected by voice votes.
