The government is going to sign Joint Cooperation Strategy (JCS) by June to enhance aid effectiveness and improve aid delivery.
"We have a target of signing the document by May but after getting some recommendations from the civil society, the date may be delayed by a week or so," said ERD secretary M Mosharraf Hossain Bhuiyan after a consultation meeting on JCS Sunday.
The overall target of the strategy is to increase the effectiveness of development assistance and create a common platform for national and sectoral dailogues, he said.
The strategy is expected to improve slow project implementation and reduce high transaction costs, he added.
Under the JCS, the government is committed to provide strong leadership in implementing Paris Declaration and make key reforms.
The development partners are expected to support the government leadership and poverty reduction strategy in alignment with the government policies and system procedures.
The main challenges for aid effectiveness that have been identified are the capacity of the government, government development partner (DP) coordination and improving mutual accountability and predictability of DPs' aid flows.
Finance minister AMA Muhith at the consultation meeting said the government is going to include information technology and communication, land utilisation and migration issues in the JSC.
ICT (information and communication technology) is very important for the country as it is a huge tool for development, he said.
"It is important for the government to prevent corruption and ensure transparency," he added.
Under the JCS, the government is committed to provide strong leadership in implementing Paris Declaration and make key reforms.
Bangladesh Bank governor Dr Atiur Rahman said many times development partners change their objectives, which make the project implementation difficult.
CPD executive director said international commitment by the DPs should be included in the JCS.
PRI (Policy and Research Institute) executive director Ahsan Mansur said the government and DPs should engage in discussion on quantitative target of the projects.
PKSF chairman Quazi Kholiquzzaman said growth forecast of the government and development partners do not match always and it creates confusion.
Former FICCI president Mahbub Jamil said constant changes and transfer of government officials are a big problem in project implementation.
