Nine ministries and divisions have failed to spend even one per cent of budgetary allocations in the first two months of this fiscal year. The ministries and divisions include civil aviation and tourism, industries, foreign affairs, public administration, economic relations and finance. Their records remain the same in the past few years, according to a monitoring report. This shows both inefficiency of government machinery and a lack of quality in utilising public money as there would be a spending spree in the last part of the year. That is simply a matter of concern.
