Message from the BB Governor

I am highly delighted by the milestone attainment of Bangladesh Bank's (BB's) Investment Promotion and Financing Facility (IPFF) Project Cell, of organising eight successive training courses on different aspects of Public Private Partnership (PPP) project implementation for public officials in relevant line ministries and departments of Bangladesh. Important in the area of much needed infrastructure investments, PPP initiatives are relatively new in Bangladesh; our public officials are yet to be sufficiently familiar with complexities specific to PPP project design and implementation. Addressing capacity deficiencies in these areas in our public sector therefore gained added urgency.
The IPFF Project Cell at BB, an IDA supported initiative focusing on infrastructure investment financing and technical assistance, stepped in to bridge the PPP project implementation capacity gap. It lined up training resources and expertise of internationally reputed institutions from UK, India and Thailand to organise eight successive training programmes focusing on basics of PPP, feasibility study, managing procurement, contract management, monitoring post award performance, PPP project financing & visibility gap funding, and PPP financial modelling. Besides this training initiative, the lending window of IPFF has by now financed through participating banks and NBF1s the installation of nine small and medium size power plants, one inland container depot, three water treatment plants, and one IT project implemented in the PPP approach.
My hearty congratulations for the public officials receiving certificates today on successful completion of their training programme, I would expect and urge them to apply their newly acquired knowhow in imparting a major new impetus to PPP project implementation initiatives in their respective ministries and departments. I also took forward to continuing IDA support for IPFF's financing and technical assistance initiatives for Bangladesh government's infrastructure investment focused PPP projects.
