Mirza Aziz emphasises skill dev to execute PPP projects

Former adviser AB Mirza Md Azizul Islam Monday emphasised on skill development to successfully implement projects under Public Private Partnership (PPP).
He was addressing a seminar titled "Private-Public Partnership in Infrastructure Development: Way Forward to Implementation", organised by Institute of Management Consultants Bangladesh at the CIRDAP Auditorium.
Mr Islam said: "Skilled manpower and technological know-how are very important for project implementation under PPP."
Nazrul Islam, Executive Director and CEO of Infrastructure Investment Facilitation Centre presented the keynote paper at the seminar.
Mr Nazrul said the PPP is a long-term partnership between the public and private sectors, which aims mainly at development of infrastructure.
He said: "A PPP needs around 2 to 3 years for the project development that includes project planning, constitution of framework, and risk allocation. We fail to complete these steps as the government does not focus on these steps. So, the project has not seen the light of the day."
This year, the government increased the PPP budget to Tk 30 billion from TK 25 billion.
"Technical skills of officials are mainly focused than the business skill in the public projects while business skill is more focused than the technical projects in the PPP projects. Though it is totally reverse but it's a must for the project implementation."
