National ID for phones

IN recent days, extortionists using the phone have been making the citizens' life miserable. Under the existing system followed by phone companies often it becomes difficult to trace the offenders. The national ID number could be useful in tracing the offenders, who used the phone for the mischief. Fighting this should be a number one agenda of the government. The government may ask the phone companies to prepare a fresh customers' list containing the national ID number of each phone customer. This should the help law enforcement agencies to catch the offenders.
