NBR hunt for new taxpayers in all city corporations begins July 5

The National Board of Revenue (NBR), as part of its countrywide survey, will launch a drive in areas under all city corporations from July 5 to identify potential taxpayers for next fiscal 2007-08, sources said.
The ongoing survey of the NBR has already found that some 62 per cent of the businesses in Dhaka are without tax identification numbers (TINs). The survey was launched on March 29 last.
The potential taxpayers will be asked to pay tax in 2008-09 year in accordance with the tax rates for the 2007-08-tax assessment year.
"Prior to launching the survey in all districts and thanas, in the first phase, we have completed necessary preparation to bring potential businesses under tax net in Chittagong, Rajshahi, Khulna, Sylhet and Barisal city corporations from July 5," a high official of the NBR told the FE Tuesday.
The NBR has no other alternative but to reach all segments of tax payers to increase collection in order to achieving the revenue target of Tk 438.50 billion set for next fiscal year, he said.
The internal revenue mobilisation has been scaled down from Tk 410.55 billion to Tk 374.79 billion in the current fiscal, the source said and added that if requisite steps were not taken on time, revenue collection in fiscal 2007-08 would also face the same fate.
When asked, he said: "We need to recruit necessary manpower immediately and undertake skill development programme to bring dynamism in revenue collection."
The source, however, said a total 28 teams, each with two inspectors, have been formed to carry out the survey successfully outside Dhaka division.
Besides, 12 similar teams have also been formed to conduct survey in Dhaka Metropolitan area.
The chairman of the NBR Md Badiur Rahman will preside over the meeting that will be attended by members, high officials and survey inspectors of the NBR.
On the ongoing survey in Dhaka, which is scheduled to be completed by June 30, he said: "We will sit for further discussion on how to bring more businesses within the tax net by intensifying drives."
The board is actively considering raising the number of survey teams following the success of the on-going survey, he further added.
Earlier, talking to the FE, a member of the NBR said they are expecting to bring around 2.0 million fresh taxpayers under the tax net for the financial year 2007-08 through the ongoing countrywide surveys which will continue until June 2008.
