NBR launches new project to improve tax admn, services to taxpayers

The National Board of Revenue (NBR) Tuesday launched a new project to improve capacity of tax administration and ensure better services to taxpayers by 2015.
The five-year project titled, "tax administration capacity and taxpayers services (TACTS)" will focus on strengthening internal audit and inspection to detect tax evaders. It will also support to reduce mismatch on TIN holders and taxpayers.
The NBR has selected seven key components that would go through reforms under the project. The project will strengthen and rollout large taxpayers unit (LTU), implement National TIN (NTIN) strategy, improve taxpayers' services, strengthen CIC, internal audit, inspection and appeal function.
The TACTS will be carried out with the fund from UK Department for International Development (DFID).
The international consultancy firm PricewaterhouseCoopers (PwC) has been appointed as consultants of the project.
A high-powered NBR team will chalk out plan and supervise the project after analyzing the need for reform.
NBR member (tax administration and monitoring) Basir Uddin Ahmed has been designated as project director (PD) of TACTS while first secretary Khurshed Kamal as the deputy project director (DPD).
Talking to the FE, Basiruddin Ahmed said: "We will carry out massive reform under the project which the previous projects could not fulfill properly."
There was a project titled, Reform in Revenue Administration (RIRA) from 2002-2008 which failed to ensure involvement of the revenue officials in the reform process, he said.
"We will carry out the project in a participatory manner," he said.
