NBR plans to be flexible in income assessment

The government's revenue board that expects to collect a record Tk 545 billion in 2008-9 fiscal year from internal sources will show optimum flexibility in assessment of income statements of self-motivated tax payers, said the chief of the board on Saturday.

The National Board of Revenue (NBR) has planned to be flexible in the assessment of income statement of the self-motivated tax payers aiming to boost collection and bringing more people under tax net, chairman of the National Board of Revenue (NBR) Md. Abdul Mazid told the FE.

"We will not ask any questions about the income statements of self-motivated tax payers unless there are specific allegations."

"Our purpose is to bring more people under tax net with assurance of offering hassle free services. We want the people to get used to paying taxes," he added.

The remarks of the NBR chief came after a view exchange meeting with few hundred self-motivated taxpayers at the Savar Pourashava circle office of the revenue board under tax region-4 on Saturday.

Some 452 people collected Tax Identification Number (TIN) for the first time under self-assessment system from Mr. Mazid on the day.

Of new TIN holders, 33 submitted tax worth Tk1.2 million to the NBR chief.

Mr. Mazid said there is no alternative but to boost revenue collection to minimise the country's dependency on foreign aid for which many conditions have to be met.

He said 14 per cent of the country's total budget in the current fiscal will be expended for repayment of interest of foreign loan only.

"We want to have freedom in making our own decision for which we need to be financially self dependent. We can't do as we want being dependent on foreign aid."

Mr. Mazid said steps are under way to offer better services to boost collection of revenue from internal sources through bringing more people under tax net.

Currently, around 2.2 million TIN (Taxpayers' Identification Number) holders are in the tax-net, which might rise to 2.7 million in the current fiscal due to the measures taken by the revenue board.

As a result of the measures, the revenue board managed to collect a record Tk474 billion from internal sources in the just concluded fiscal year.

NBR will issue identity cards to all of those self-motivated tax payers to help them enjoy some special benefits, revenue board chairman said.

Apart from this, he said: "We have decided to give awards to five of the highest and long time tax payers from each district of the country."

The NBR chairman exchanged views with people in Savar as part of the programme, launched beginning of this month, to encourage people having taxable income for paying taxes.

Revenue board members Ahmad Ali and Parsa Begum, Savar Pourashova mayor Refayet Ullah and UNO of Savar Rabbi Miah, among others, spoke on the occasion with Amir Hossain, commissioner of tax region-4 in the chair.

Tax commissioners Ashrafuddin Ahmed and Kalipada Halder, Joint commissioners Alamgir Hossain and Helal Uddin Shikder and deputy commissioner Motiar Rahman, among others, were present on the ocassion.
