The National Board of Revenue (NBR) will arrange motivational programmes for revenue officials in the six divisional cities of the country on changing their mindset in revenue collection.
The board will simultaneously motivate potential taxpayers, who are still ignorant or not aware, for paying taxes in the six divisional cities and bring them under tax net, tax officials said.
The revenue board will carry out the programme for the whole of November as time for submission of individual tax returns is scheduled to expire this month (November 12), they said.
The revenue board, for the first time in its history, has taken the move in the backdrop of widespread allegation against the taxmen for harassing people at the time of filing tax returns.
"The NBR, this year, adopted a strategy to invite taxpayers through polite attitude instead of compelling them to pay taxes on voluntary basis," said NBR chairman Muhammad Abdul Mazid.
For familiarising the strategy, the NBR will have to motivate its officials first on how to approach the taxpayers.
The board already held two such programmes in two divisions---Chittagong and Khulna on the previous two Saturdays.
Progrmmes in other four divisions Rajshahi, Sylhet, Barisal and Dhaka will be held on the next four consecutive Saturdays, he added.
"I have addressed the tax officials in Khulna division today (Saturday) to motivate them on changing their mindset in revenue collection mechanisms," said NBR chief.
The revenue board has decided to include the taxmen in overall decision-making process. It will ensure active participation of the field-level officers on policy-making process.
The board is taking opinions of the high officials of different tax offices to increase revenue earning from its three wings---income tax, Value Added Tax (VAT) and customs, officials said.
The NBR will take five of the best suggestions from income tax, Vat and Customs officials each on how to increase revenue income, strategies to find out tax evaders and reform in tax administration, they said.
The revenue board will give award to 30 taxmen, 10 each from Income tax, VAT and customs, on the basis of best suggestions.
The NBR will also arrange competitions for children of the employees under revenue board. Of them, three best participants will get awards from the NBR.
The NBR Chairman said the revenue board is also closely monitoring tax payment ratio of city taxpayers. It will have to follow up them properly along with the marginal taxpayers in Upzilla level.
The NBR has started motivating the marginal taxpayers in Upazilla from February this year where a number of people have voluntarily submitted their tax returns.
There will be no scope for big taxpayers to escape from the government's tax net because we will simultaneously keep close watch on them," the NBR chief said.
