NCP refuses to accept July Charter draft

The National Citizen Party (NCP) has said it will not accept the draft of the July National Charter unless legal guarantees are put in place to implement points of consensus before the general election, reports bdnews24.com.
Expressing dissatisfaction, the party's Joint Convenor Javed Rasin criticised the National Consensus Commission for releasing the draft "suddenly" without first discussing the decision-making process.
"We strongly oppose this. There has not even been a discussion on how the dialogue will proceed, yet they have published a draft. We cannot accept this," he said.
The party raised its position during a break in the second phase of the 21st day of dialogue with the Concensus Commission at the Foreign Service Academy on Tuesday.
On Monday, the panel handed over the draft of the July Charter to participating political parties.
The draft includes seven key commitments in its  "Declaration of Commitment", calling on political parties to pledge to implement the agreed reform proposals within two years.
The document, once finalised, will be signed by party leaders or representatives, along with Chief Advisor Muhammad Yunus and other members of the National Consensus Commission.
The draft outlines the background of the July Charter, the structure and activities of the Consensus Commission, and includes recommendations that emerged from the commission's discussions with political parties.
Speaking during the break, Javed reiterated that all issues agreed upon in the dialogue must be implemented under a legal framework ahead of the national election. "We have been very clear-anything agreed upon must be legally binding before the election.
"The next parliamentary polls must be held on that legal foundation," he said.
He added that while the party has already expressed this stance verbally, it would be submitted in writing if needed.
