New project for environ, water resources for city under study

A multi-million dollar project for water resource and environment management in Dhaka aiming at protecting the capital city from greenhouse effects and water logging is under active consideration of the government, sources said.
They said the feasibility study on the proposed 'Dhaka Environment and Water Resource Management Project (DIWRNP)', at a cost of $700,000, is likely to start soon.
Sources said a team of national and international consultants will carry out the feasibility studies that will enable the government to make an appraisal of the proposed project.
They said the aim of the project is to promote integrated pollution management in the watershed of greater Dhaka and contribute to the pollution reduction and improve environmental conditions through a series of preventive and abatement measures in selected industrial pollution hot spots.
After implementation of this project, they said, city dwellers will get relief from water logging that has turned out to be a chronic feature.
Sources said in response to the request of the government, the International Development Association, as administrator of grant funds provided by Japan, has agreed to provide $700,000 as grant for feasibility study of DIWRNP.
They said the Ministry of Finance will hold a meeting with the stakeholders of the government to discuss the draft copy today (Wednesday) with Shaheedul Haque, Additional Secretary of Economic Relations Division, in the chair.
Sources further said the award of the grant does not constitute or imply any commitment on the part of the World Bank to provide funding for the project, which will result from the studies.
In case of donor agencies' reluctance to finance, they said, the government from its own fund will finance for implementation of the project.
The Local Government Division (LGD) has already established a 'Project Preparation Unit (PPU)' comprising representatives of the line ministries and departments and the World Bank. The Ministry of Local Government Rural Development and Cooperatives (LGRD&C) is the executing agency of the PHRD, sources said.
The conservation of the environment and sustainable development strategies will definitely protect the country and its environment from any catastrophe, which can be induced by global warming, a knowledgeable source said.
Mentioning a report of the World Bank, a source said, Dhaka's motor vehicles are still emitting more than 3,700 tons of particulate matter less than 10 microns in diameter per year.
Another study by Bangladesh Atomic Energy Commission revealed that the suspended particulate matter (SPM) in Dhaka was much above the WHO recommended standard, he added.
