No major rise in home budget

The home budget has not seen any major increase in the proposed budget for the fiscal year 2015-16, though challenges remain for the government on the law and order front.
The proposed allocation for the Ministry of Home Affairs (MoHA) in the FY '16 was increased by 9.0 per cent to Tk 123.92 billion from the previous budget proposal of Tk 113.57 billion.
But the proposed allocation for the FY '16, which is 4.6 per cent of the total budgetary allocation, was reduced by 2.66 per cent from the revised home budget of Tk 127.31 billion for the outgoing FY'15.
The Finance Minister in his budget speech said 31,241 posts had been created to strengthen the police force and another 50,000 posts were being created. The government also created and upgraded a number of posts in the police department and extended data facilities to the BGB battalions stationed in inaccessible hilly areas.
But according to security analysts, the slight increase in the allocation for the MoHA is not 'sufficient' against the backdrop of the emerging challenges, specially in the areas of tackling militant activities, unauthorised drug trading, human trafficking, deterioration of law and order situation and upholding human rights.
