No manpower export policy

THERE can be no objection to export of trained or skilled manpower. But it should follow a systematic process. First, the requirements of the country should be met. Only the surplus manpower can be allowed to go abroad.
But there seems to be no policy in this area. The development of manpower resources essentially needs to be a two-track approach. First of all, manpower has to be created in adequate numbers for the country's economic development. Both the public and private sectors should then create trained manpower for the overseas markets.
