Only 10pc ADP allocation spent in first quarter

The government spent only 10 per cent of the annual development programme (ADP) allocation in the first quarter of the current fiscal due to poor rate of project implementation, officials said Tuesday.
Planning ministry officials said the project implementation rate has not improved much as it is only one per cent higher compared to last year when the unusual international prices of construction materials
deterred progress.
"Top 10 development fund users spent only 12 per cent of their allocation during the period, which has hit the overall ADP implementation rate," a senior planning ministry official told the FE.
"It is very unfortunate. We still remain at the same position for a decade. I am in doubt about the future of our economy," Mirza Azizul Islam, a former finance and planning adviser told the FE.
"I do not see any short-term solution to building up capacity of the project executors and speed up the implementation process."
The Implementation Monitoring and Evaluation Division (IMED) data showed that all the government agencies spent only Tk 31.25 billion during July-September period in FY2009-2010 from total allocation of Tk305 billion.
