Only textbooks and laptops are no answer

There are around thirty thousand secondary level institutions in Bangladesh, which are mostly in the rural areas. The incumbent government claims that they have done good jobs in the education sector; changing text books, distributing them among students at the beginning of the year, and distributing laptop and multimedia projectors in many schools. From the very beginning of the year, I tried to observe a class in a rural school where a multimedia projector is in use.
Eventually, the other day I visited a class in a rural school having laptop and multimedia. But these are not being used in the classrooms though more than a month has already passed since the school authority had received it. More disappointing is that the school runs only for 3 periods till now. Even more painful scene awaited me. As I was passing by the classes using veranda, I found that a teacher was beating some students with stick and many students were found standing. The schools will be closed for a month and a half for the SSC public examination.
There must have some rules that at least 140 classes should be ensured before the terminal examination and also the demarcation of lessons for all the subjects for the terminal examination.
