Open sale of smuggled cigarettes

Smuggled cigarettes are sold freely under the very nose of the law enforcing agencies all across the city. This leads one to think that the administration turns a blind eye to these illicit activities.
To my observation, most consumers of these cigarettes are university students. Time and again, I have come across such consumers at  Gulshan 1 and 2 circles.
Smuggled cigarettes are relatively cheaper, which attracts young consumers, particularly school and university going students.
More often than not, we read news of seizing contraband cigarettes at the airport. But where are these seized cigarettes going?
 In the interest of future generation, the government should take immediate and stringent measures to check such illicit cigarette selling. It will reduce the number of young consumers and save the country from huge economic losses.
The government agencies concerned should act fast to stop contraband cigarette trade for the welfare of the country
