Paper-based services for citizens

We often don't notice what kind of services the public offices we visit are supposed to provide. Perhaps, the culture of treating the people at public offices since the colonial rule has made us accept this as normal. However, whenever there was a changeover, some groups tried hurried reforms, not realistic ones, to save the face. As a result, it has not been easy to improve service delivery despite promises.
Recently, services provided by the city corporations were highlighted in a newspaper report which termed them paper-based services. Critics call such services disservice. One-stop service is another miscarriage of services since that was far from reality in the respective offices. We need to change, first, our perception about the services before trying to change the culture.
