Pay highest attention to HR issue, PM urges police

Prime Minister (PM) Sheikh Hasina Tuesday called upon the members of police force to pay the highest attention to human rights issue and to be more sympathetic to women and children, reports BSS ."When you will perform your duty, you will have to give the highest consideration so that human rights of the people are not violated in any way and you will have to show more sympathy to women and children," she said while inaugurating the Police Week- 2012 at Rajarbagh Police Lines Ground in the city.
Home Minister Advocate Sahara Khatun, State Minister for Home Advocate Shamsul Haque Tuku, Inspector General of Police (IGP) Hassan Mahmud Khandakar and Additional IGP (admin) Shahidul Haque were also present on the dais.
The PM also said that the role of police force in ensuring internal security, improving law and order, protecting human rights and establishing good governance was very important.
Mentioning that the government has undertaken steps to reach the services of the police force to the doorsteps of the people, she said, "We have resource constraints. But you can do many good works by overcoming the limitation through professionalism and sincerity," she said.
Sheikh Hasina said the responsible role of the police in restoration of democracy, holding national and local government body polls, curbing militancy, terrorism and extremism as well as the investigation into Bangabandhu Murder Case and the BDR carnage had been acclaimed by all quarters.
Listing various steps for the development of police force, the PM said that the government had taken a decision to upgrade the posts of inspectors and sub-inspectors of police to class one and class two posts respectively.
"I have already ordered the authorities concerned to implement the decision immediately," she said.
Apart from this, she said, five grade one posts of the police including the existing two would be created in the next three months in the greater interest of the police force.
The PM also stressed the need for use of technology instead of source in identifying criminals and collecting intelligence information. "You will have to achieve special skill in implementing e-policing and work with police of other countries through coordination to check transnational crimes," she said.
Sheikh Hasina said that the present government had constituted the industrial police unit to maintain law and order in the industrial zones, while the work on formation of tourist police, campus police and marine police was underway.
The PM said that to check terrorist and militant activities, the work on formation of the national police bureau and counter terrorism unit was at final stage. "We have already started work on constitution of a full-fledged and technology-based separate investigation unit," she said.
Sheikh Hasina said Awami League government works for the development of the police force whenever it comes to power. "The previous AL government had enhanced the budget of the police force to Tk 8.0 billion from Tk 6.0 billion and introduced risk allowance and constituted a welfare fund for them," she said.
She said that the government had increased manpower of different units of the police, while a decision had been taken to create 32,031 cadre and non-cadre posts.
"About 21,000 new posts, including 202 cadre posts, have already been created, while the creation of 11,031 posts including 531 cadre posts is under process," she said.
The PM said that 875 pickups and 2913 motorcycles had been purchased for the police force, while initiatives had been taken to procure country and rescue boats for them.
Earlier, the PM reviewed the annual parade of Bangladesh police and handed over Bangladesh Police Medal (BPM) and the President's Police Medal (PPM) to 59 police and Rapid Action Battalion (RAB) personnel for their bravery and heroism.
