Poultry, fisheries, livestock to get incentive from next fiscal

The poultry, fisheries and livestock sectors are set to receive a huge volume of incentives from next fiscal as the government targets a significant increase in their production to meet the rising demand, official sources have said. The Ministry of Fisheries and Livestock has prepared a policy in this regard outlining the distribution system of incentives among the farmers engaged in these sectors, sources added. The budget of fiscal year 2010-11 kept Tk 1 billion for paying incentives among the poultry, fisheries and livestock farmers, but couldn't disburse those due to the lack of a policy in this connection. The fund is now lying with the Ministry of Finance, source said. "We have prepared a policy and sent it to the Ministry of Finance for approval. They are scrutinising it and we are hopeful that the farmers will get incentives from next fiscal," a senior official at the Ministry of Fisheries and Livestock told the FE seeking anonymity. He said that the incentives will be distributed among the farm owners through Bangladesh Krishi Bank and the Rajshahi Krishi Bank. According to the draft policy, poultry farms having 200 broiler chickens will get Tk 15,000 in incentive, while farms having 100 to 299 layer chickens will get Tk 10,000, farms with 300 to 499 layer chickens will be given Tk 20,000 and farms having over 500 layer chickens Tk 25,000. Farms with at least 100 ducks will also get Tk 10,000 in incentive. Farms which have been running over the last one year will be considered eligible to get incentives. The policy also said fish farmers, fishermen, breeders, and fish research institutions will be considered for incentives and compensation in this initiative. The incentive package ranges from Tk 20,000 to Tk 100,000 while the compensation will range from Tk 5,000 to Tk 30,000. Any person or institution will get the incentive or compensation once in five years. They will have to sign an agreement on non-judicial stamps and will have to return the money upon breaking the specified rules. Under the policy, the farmers concerned will get Tk 10,000 for each cow and a farm will get the highest Tk 50,000 in incentive, while farms with at least 20 goats will get Tk 10,000 each. Cows or goats under the incentive programme will get an 'ear tag' from the livestock department and those will not be allowed to be sold by the farmers within one year of getting the money.
