Power Cell to re-tender for 50 MW Fenchuganj plant

The Power Cell of the Power Ministry will go for re-tender for the 50MW Fenchuganj rental power plant (RPP) project, reports UNB.
The Power Ministry instructed the tendering authority to immediately move for the re-tendering process as no bid was received for the project against the first tender that closed on October 25.
On the closing day, the Power Cell received bids for the rental power plant projects for seven of the eight different locations.
The total capacity of the eight rental power plant projects is about 310 megawatt (MW).
A total of five international firms submitted 13 bids against the seven projects, but no offer was placed for the 50 MW Fenchuganj plant.
Earlier, 17 international companies submitted Expression of Interest (EoI) for the projects.
The proposed seven projects are 50 MW Shahjibazar plant, 50 MW Kumargaon plant, 50 MW Ashuganj plant, 20 MW Bogra plant, 30 MW Bhola plant, 40 MW Khulna plant and 20 MW Bheramara plant.
Four companies appeared as the lowest bidders. They are Green Power for Ashuganj and Bhola, Energy Prima for Shahjibazar, Kumargaon and Bogra, Agrikko for Khulna and Almstom for Bheramara.
For most of the locations, Power Cell received only a single bid. The caretaker government moved for installing the rental power plants under private sector initiative on a fast-track basis to resolve the nagging power crisis, particularly to tackle the situation in the next summer.
But such a poor response from the bidders is a matter of frustration for the government as it may jeopardise the initiative for resolving power crisis.
Experts in the power sector said the government should now move for bringing captive electricity to the national grid.
As per terms and conditions of the projects, the bidders for the rental power plants will have to install their plants within four months of signing the contracts.
The government will purchase electricity from the plants for the next three years.
There is widespread criticism against the government move to set up rental power plants whose tariff will be very high.
