Procrastination in tenders main reason behind poor ADP implementation

Finance and Planning Adviser Mirza Azizul Islam Monday said procrastination in tender process was the main reason behind poor implementation of the annual development programme (ADP) of the current fiscal.
However, the processing of tenders by different ministries has been expedited and the project execution rate has also gone up after strengthening of supervision, he told reporters as he emerged from the meeting of the Executive Committee of the National Economic Council (ECNEC).
He claimed that 70 to 80 per cent of the tenders for different ADP projects, taken up in the first quarter, were floated recently by the concerned ministries and divisions.
The project implementation rate under the ADP has now increased, he added.
Islam, however, declined to provide any official updated information on ADP implementation rate.
The ECNEC meeting was held at the NEC conference room in the city with Chief Adviser Fakhruddin Ahmed in the chair.
The finance adviser said the finance ministry had several review meetings with different ministries concerned where it was identified that the delay in tender process led to poor implementation in the first quarter. "Therefore, we have asked the executing agencies to speed up the process and implement the projects on time," he said.
In the first quarter (July-September) of the current fiscal 2007-08, the government's project implementing agencies have been able to spend only 7.45 per cent of the Tk 265 billion ADP fund.
According to the official data, the project implementing agencies have spent only Tk 19.75 billion during July-September period, which was record low in recent times.
Out of the total cost, the Japanese donor agency Japan Bank for International Cooperation (JBIC), World Bank and other donors will provide Tk 23.65 billion and the rest of the fund will be mobilised by the government from its own resources.
The approved projects are: the Tk 370 million Emergency Flood Damage Rehabilitation Project, Tk 420 million for 50 MG Flat Wagon and five Brake Van Procurement for Container Transport Project and Tk 11.50 billion Dhaka-Chittagong Rail Line Development Project, Tk 24.46 billion Rural Infrastructure Development: 26 (revised) Project and Tk 940 million Protection of Right-side Embankment of the Brahmmaputra River in Boiraghat and Chilmari Bandar area under Kurigram district and Tk 430 million project on repair and rehabilitation of private educational institution in flood -hit areas and Tk 970 million project for rebuilding of primary schools in flood affected areas.
