Promotion not a matter of right: HT Imam

RANGPUR, Nov 26 (bdnews24.com): Prime Minister's Advisor HT Imam has said promotion is not a matter of right. It is given according to the government's own thoughts. The civil servants should be skilled, honest and dedicated to the state.
Ha said no believers in Pakistani ideology would be promoted to higher posts in the administration. "If someone wants to get promotion he should be a follower of the spirit of liberation war", he added.
Mr Imam was talking to newsmen after attending a workshop on 'Citizen Charter in Developing Quality of Service' here.
The district administration in Rangpur arranged the workshop Thursday.
On November 21, in a major civil service shake-up, the government promoted 158 deputy secretaries to joint secretaries. The mass promotion drew widespread criticism for its perceived bias of partisanship. Mr Imam, however, refuted the allegations.
"The joint secretary post is a big pillar of the government. Promotions are given after a lot of thinking. Many can be deputy secretaries, but it's not so that all of them will be promoted to joint secretaries", he said.
The establishment affairs advisor also said that the government did not believe in promoting someone in accordance with his seniority only. "Only one or two among 100 officers of a batch can become secretaries in the long run."
Training, which is a major factor in developing skills, would also be considered, he added.
Slating the opposition for calling hartal on November 30, Mr Imam claimed it was a plan to impede the war crimes trial process.
"We will not obstruct the general strike. But no anarchy will be tolerated," he added.
