Public hearing on power tariff hike in December

This refers to a news item published recently in an English daily about the Bangladesh Energy Regulatory Commission (BRRC) conducting a public hearing on a proposal by Power Development Board (PDB) to increase by 12 per cent the multi-year tariff at a bulk level next month to make up for subsidy in the power sector.
We would request our authorities concerned to kindly let us know the venue (address) and time of public hearing and the terms and conditions for the electricity consumers to attend the public hearing.
We would appreciate if the Power Development Board (PDB) kindly told us the causes behind such a colossal amount of subsidy -- Taka 60 billion (6000 crore) -- needed in the power sector.
We would also like to know what steps the PDB has taken during the last one year to check and stop the so-called system loss, and how and why thousands of shops, hawker markets, bazaars, hotels and restaurants, department stores, hotels and restaurants, bride and bride-grooms' houses and buildings during marriage ceremonies are decorated and illuminated with electric bulbs?
How and when will the PDB realize the hiked electricity charges?
