Public procurement bill introduced in JS

A bill was introduced in Jatiya Sangsad (JS) Sunday seeking to provide a new provision that previous experience would not be required for submitting tender for domestic public procurement worth not more than Tk 20 million (two crore), reports UNB.
Planning Minister AK Khandaker introduced the
Public Procurement (Second Amendment) Bill, 2009. The bill has been sent to the parliamentary standing committee on the planning ministry for further scrutiny and submitting of report within the next three days.
The bill says if a bidder in his tender quotes more than 5.0 per cent or less than five per cent of the estimated expenditure, his tender will be scrapped.
It also says if the lowest bidder is more than one the selection will be done through lottery.
In case of international procurement, provision to give priority to local bidder will not be mandatory.
Under a provision of the proposed bill, divisional commissioner, deputy commissioner and district judge will be included in the definition of head of the procurement body.
