Rearranging the charge of the ministries

Soon after the terrorist massacre in Mumbai, a noted economist of India, Mr Chiddambaram, former finance minister, has been given the charge of Home Ministry of India and he is in charge of that ministry until now.
Recently our Finance Minister of Bangladesh stated in an international gathering, while relating the recent massacre at Peelkhana and subsequent bomb attacks on politicians, that arms and ammunitions seized by law enforcing agencies do subsequently find their way among the miscreants subsequently. However, the Police Chief denied the possibility of any such leakage while raising questions about the source of that 'reported' news.
This kind of confusion tends to compound the situation. In this context, will it not be proper for reshuffling the cabinet, giving the right posts to the right persons. Possibly, the honourable Finance Minister can be given the in charge of Home Ministry, like the case in India, for a better change in the law and order situation in the coming days.
