RHD unable to start any of its projects under ADP

The Roads and Highways Department (RHD) is yet to start any of its new projects taken under annual development programme (ADP) to improve the countrywide highway network though first quarter of the current fiscal year ended Thursday.
In the current 2010-2011 fiscal, the department has been given the task to implement 123 projects, according to the green page of the ADP.
Officials said in the first quarter, the department has got nod for total 22
projects worth several billion taka from the Executive Committee of National
Economic Council (ECNEC) and the Planning Commission.
The ECNEC gives approval of the projects which are above Tk 250 million while Planning Commission endorses projects below Tk 250 million
"The number of project approved within this short time is laudable," said a senior official, however, admitting that in absence of fund disbursement, approval did not carry any meaning.
Among these projects, Tk 9.0 billion million Dhaka-Mymensingh four-lane highway project and the Tk 670 million Jurain rail crossing project are significant in improving the growing economic region and the city's traffic situation.
The connecting road to Badaghat-Airport Road and the Nabinagar-Chandra four-lane road whose construction period is very short are important for the country's highway network.
The officials said the RHD is often blamed for its low performance with regard to ADP project implementation since long but timely disbursement of funds could improve the level of performance.
Timely fund disbursement is needed to start the process of tender and mobilisation work of projects, the officials said adding the need is also felt more if the project time is three months to one year.
