Scarcity of 100-Taka notes

At present, we see a scarcity of 100-Taka notes. Even in the commercial banks, we do not get it. Common people are facing difficulties when they are going out to purchase day- to-day items.
Often the banks find no other way but to give their customers old and torn-out notes and it is really a nuisance. The commercial banks are complaining that they are not getting the notes from the central bank. I am wondering why the state bank is not taking appropriate steps to mitigate the problem and supply more such notes in the market. Now a section of people are selling the notes at high prices.
We hope the government will encourage people to use digital money instead of paper money. I read that the Bangladesh Bank released cotton paper 'Uv Curing Varnish' 100-Taka note to strengthen the security features of the currency, but I am yet to see it in the market.
