Separate building project for NBR gets ECNEC approval

The long awaited proposal of the National Board of Revenue (NBR) to construct its own building in the capital at a cost of Tk 1.41 billion was approved by the Executive Committee of the National Economic Council (ECNEC) Monday.
The government will bear the establishment cost of the building from its own coffer. It will be set up on 2.0 acres of land at Agargoan, adjacent to the passport office in the city.
The government will save an amount of Tk 80 million, spent a month on account of payment of rents for different income tax, customs and Value Added Tax (VAT) offices in the capital.
Officials said the project cost will be recovered in about 18 years for housing the NBR offices in the new building.
The NBR Chairman Muhammad Abdul Mazid said: "The new NBR building is expected to be constructed within shortest possible time.
Although the government acquired land in 2001 the project remained shelved until 2004-05 without any progress, he said.
Concerned officials had embezzled the fund allocated by the finance ministry for payment of registration fees of the land, he added
The revenue board has already lodged cases in the court and complained to Anti-corruption Commission (ACC) to take legal action for misappropriating land registration fees amounting to Tk 1.8 million, he said.
The NBR also requested the finance ministry to allocate fresh fund for land registration purpose, he said.
Once the own building of NBR is established, the government will be able to provide accommodation to all the tax offices scattered in the city in a single building. The building will have all modern facilities," said NBR member (board administration) Farid Uddin.
The government's move to reform the revenue administration and introduce automation in all tax offices will be materialised after implementation of the project, he said.
Earlier, the NBR turned down a proposal of donor agency on providing fund as loan for construction of revenue building as the government wants to build it with its own fund.
Meanwhile, the revenue board has formed a committee to work out next course of action for implementation of the project as soon as possible.
The three-member committee will help expedite the project work by communicating with the ECNEC, planning commission, finance division, Internal Resources Division (IRD) and the City Corporation.
The committee members include tax commissioner of zone-3 M A Quader Sarker, commissioner VAT, excise, VAT commissionarate Dhaka (south) Md Rezaul Hassan and additional tax commissioner tax zone-4, Dhaka Md Rezaul Karim Chowdhury.
