Skilled manpower a must for digital Bangladesh

Information communication technology (ICT), the backbone of any digital initiative, covers the vast areas of information technology (IT) and telecommunication technology to ensure connectivity.
Materialisation of Prime Minister Sheikh Hasina's dream of a digital Bangladesh would require ICT development. Otherwise, it would remain only a dream for the nation. One thing must be noted here. For ICT development, the driving force is ICT manpower.
Digital Bangladesh pre-supposes IT use for management, administration and governance to ensure transparency and accountability at all levels of society and state.
ICT combines technology and intellect. Computer systems, networking machinery, software, connectivity systems, and other hardware and accessories make up the physical backbone while the trained manpower are its intellectual force. Materialisation of the idea of digital Bangladesh would require the infrastructure and skilled human resources across the country. Accessibility and affordability must be ensured for the common people to achieve the objective of building digital Bangladesh.
Development of countrywide IT infrastructure is essential for making digital Bangladesh. The telephone and mobile and Internet network in both public and private sectors is already providing a national digital network. Nationwide, IT backbone development requires initiative, particularly public-private partnership.
The primary rural IT hub could be developed in each Union Parishad office, with the network connecting upazilas, districts, the divisions and, ultimately, the capital. This nationwide connectivity development should be considered as social sector investment as well as business ventures under public-private partnership.
IT educated work force would be the most important segment of digital Bangladesh initiative. As a technology savvy generation would be the driving force of digitised and prosperous Bangladesh, the nation needs a supportive education and human resource development policy. The objective cannot be achieved overnight. A good beginning will facilitate its achievement.
Educated workforce is important for the knowledge driven technology. To achieve the objective of digital Bangladesh, local software would be important.
The elders, especially the policy makers, would have to sensitise the new generation about the philosophy of digital Bangladesh. The new generation should be given to understand why it should be digital Bangladesh. The endeavour to digitise the nation aims at promoting social peace, rule of law and accountable, transparent and corruption-free governance.
