So many OSDs

A huge number of good officers, including additional secretaries, have been made Officers on Special Duties (OSDs). This gives a very wrong signal about the state of public administration at its higher levels in Bangladesh. Has the government stopped paying salaries of the OSDs as well?
It that is done, that will be gross injustice. We want the government to clarify the situation. Can the government do it?
