SoEs owe Tk 24.61b to BPC, Petrobangla

The state owned enterprises (SoEs) owe Tk 24.61 billion to the Petrobangla and the Bangladesh Petroleum Corporation (BPC) putting the oil and gas managers in serious liquidity crisis, sources said.
Of the outstanding dues until October, 2011, Tk 15.31 billion is against petroleum bills, Tk 8.63 billion for gas bills and Tk 667 million for coal bills.
According to the statistics, the power division owes outstanding bills amounting to Tk 4.36 billion to the Titas Gas Co Ltd against supplying gas to different power plants.
The BCIC and the BSEC owe Tk 2.77 billion and Tk 43.8 million respectively to different gas companies against gas supply. The two enterprises are not following the decision taken by the power and energy ministry regarding payment of the dues, sources said.
The oil and gas managers have a substantial amount of outstanding bills with the Bangladesh Shipping Corporation and the Bangladesh Biman which they have failed to recover for a long time.
The ministries of textiles and jute, communications, railway, defence, home affairs, local government and cooperatives, environment and forest, social welfare, liberation war, agriculture, health and family affairs, and housing and works also owe a huge amount to the Petrobangla and the BPC.
The Padma, Meghna, and Jamuna oil companies have dues worth Tk 15.31 billion with the Petrobangla against condensate supply. In a recent meeting the BPC chairman informed that the petroleum importer is a losing concern and is in liquidity crisis.
The now defunct Adamjee Jute Mills owes Tk 350 million to the Titas Gas Co Ltd which it failed to recover from the Bangladesh Export Processing Zones Authority (BEPZA).
The energy and mineral resources division in a recent meeting had decided that the ministries, state owned and autonomous enterprises should pay one month's dues to the Petrobangla and the BPC alongside the current month's bill.
The BPC will take necessary actions to recover the dues from the BSC and Bangladesh Biman.
Sources said the energy and mineral resources division will sit again in the first week of February to get update about the latest development regarding the recovery of the outstanding bills of Petrobangla and the BPC.
