Speaker urges lawmakers to make parliament effective

The current budget session would continue until July 20 with resumption of the session everyday at 4.0pm, reports BSS.
Besides, general discussion on the budget would be held for 40 working hours during the period. However, the Speaker may extend or reduce this time, if necessary.
These were decided at a meeting of the Business Advisory Committee of the 9th parliament held Wednesday at the Sangsad Bhaban with Speaker Mohammad Abdul Hamid Advocate in the chair.
Committee member Prime Minister Sheikh Hasina attended the meeting. Besides, Deputy Speaker M Shawkat Ali, Deputy Leader of the House Syeda Sajeda Chowdhury, Chief Whip Mohammad Abdus Shahid, Tofail Ahmed, Mohammad Fazle Rabbi Miah, Rashed Kahn Menon and Abdul Matin Kashru joined the meeting.
Finance Minister Abul Maal Abdul Muhit attended the meeting on special invitation. Parliament Secretary Ashfaq Hamid and other senior officials concerned were also present.
It was also decided in the meeting that after placing the 2010-2011 national budget, the JS would resume its session on Saturdays on June 19 and 26.
Besides, the meeting discussed various government bills, notices and statements to be placed in the House during the 5th session.
Another report adds: Speaker of the Jatiya Sangsad Abdul Hamid Advocate Wednesday urged the lawmakers, both from treasury and opposition benches, for working together to make the parliament effective.
Mentioning that parliament is the center of all activities as per the parliamentary democracy, he said the people of the country elected their representatives with much hope and aspirations.
The Speaker made the call in his inaugural speech in the House at the beginning of the budget session at 5.0 pm.
Terming the budget session as very significant in the parliamentary democratic system, he said as per the constitutional obligation the government has to present its revenue income and expenditure accounts in the House every year.
Besides ensuring transparency and accountability of the government accounts, the lawmakers would be able to make their suggestions for making the budget more pro-people through their well-thought-out recommendations.
The lawmakers, both from treasury and opposition benches, would play their due role in making the 2010-2011 budget more meaningful and realistic by highlighting every detail of the budget proposals, he expected.
"This budget proposal would contain the guidelines of the activities of the government for the next one year," he said adding that the Bangladesh Awami League ahead of the last general election published its election manifesto giving priority on five issues.
These issues include controlling price hike of essential items, ensuring overall economic stability by overcoming global recession, taking effective measures against corruption, ensure steady supply of power and energy, eliminate poverty and reduce disparity and establish good governance.
He urged the lawmakers for following the rules of procedure of parliamentary system while taking part in discussions in the parliament. "We should not make such behaviors so that people get scopes to criticize us," he added.
He expected that the lawmakers would play their due roles through giving recommendations and guidelines in the budget session for making a hunger-free and poverty-free Sonar Bangla as dreamt by Father of the Nation Bangabandhu Sheikh Mujibur Rahman.
The Speaker sought all-out cooperation from all concerned in conducting the budget session effectively.
